This year I would like to implement a variation to last years plan. Although very similar in foundation there will be some changes. Instead of having teams which provide referees accumulate points or credit for covering games I would like to attach bonus standings points to the assignments much like the select program. I have noticed over the years that select teams have an extremely high percentage of games covered and I believe the fact that not providing referees adversely affecting standings is the reason why. I would like to reinstate the online sign up program as well as a substitution for the manual check in we used last year. You can still check in at the referee tent prior to assigned game so we know the game is covered and receive the team bonus point in the standings as long as all other criteria is met. By not checking in online the individual referees will not get credit for officiating the game just the team will. I would like to set it up this year so that online system will allow anyone to sign up for any game while migrating to only allow pre-registered referees with verified certifications being allowed to check in next year. You still need to be a certified referee and be able to show proof if needed although the system will let you sign in regardless as I recognize not every certified referee is acknowledged in eAYSO. This will apply to referee meetings and clinics as well. The requirements for receiving the bonus point will be as follows:
Each team will provide two fully certified referees in uniform to officiate each match following their own. The last match of the day will officiate the first match of the day. If all four referees are available for assignment the fourth referee will need to check in with the referee tent for assignment in uniform prior to the scheduled game start time. This referee will be assigned to another game which is not covered with a referee (including U8), mentor an inexperienced referee or other assignments as the referee staff deems appropriate. There will be NO exceptions to the standby procedure – or NO “I will be over there” or “call me if you need me”. They will stay in referee tent area until assigned. All referees must be wearing appropriate footwear (no bare feet or open toe allowed) and approved referee shirt as provide by region 187 at a minimum to be considered in uniform. We would like to see all referees in full uniform (dark shorts, dark socks) as this will be mandatory in the future. Any violation of these requirements need to be verified by a board member or referee staff in writing at time of violation and will result in loss of bonus standings point. It is up to everyone to monitor (police) this plan in order to make it fair for everyone.
Each team will also be required to have at least three previously uncertified volunteers attend, successfully complete and pass the certification course for “Regional Referee” prior to game four to receive additional standings points per person up to three per team.
If you do not cover your assignment per the requirements or do not check in (manual or online) your team simply will not receive a bonus standings point.
If you check in online or at fields and do not cover your assignment your team will be penalized one standing point.
If you are not in uniform but fulfill the other requirements your team will not receive bonus standings point.
Memorial cup advancement will be based on standings with attached exception.
Individual referees who sign in online will receive credits towards a separate point system in which they will receive opportunities or rewards for officiating games and attending meetings by accumulating referee points. At this time RP will be credited in the following manner: CR=2, AR & Stby =1, mandatory referee meetings=2 however special consideration or multipliers may be attached to upper level games. There will be other opportunities for special points added for other accomplishments or efforts including but not limited to mentoring, upgrading, attending referee meetings and serving on the referee staff. Reward or opportunity list to follow.
Teams:
Supply two person certified referee crew in uniform each game to receive bonus standings point.
1. Referees must check in either online or at the fields (online by 7pm the night before).
2. Only head coach currently playing in game may have a representative check in for them at the
Fields if field site check in is required.
3. Must be certified referee, in uniform and officiate the correct game
4. Teams will be responsible to officiate the game following their own, last game of the day
Officiates the first game of the day.
5. Fourth referee (standby) must report to and stay in referee area until assigned.
6. All referees will be assigned
7. Home team to supply the two assistant referees; the away team is to supply the Center
Referee and one standby referee who need to check in with the referee tent. Teams may
change AR and CR Responsibility as needed if both teams agree.
8. Failure to comply with any of the above must be verified and signed off by an executive board
Member, Referee staff member, Coach staff member or assigned designees by notating it on the card with a signature and notifying the Ref Admin preferably by email.
Failure to comply with all requirements will simply result in team not receiving bonus standing point for that game.
Teams must also send a minimum of three previously uncertified referees to attend, successfully complete and pass the certification course for “Regional Referee” prior to the start of their fourth game to receive additional bonus standings point per person up to three per team.
Game standings will be based on total points with the following equivalents:
Win = 3 points
Tie = 1 point
Loss = 0 points
Referee= 1 point
ADVANCEMENT TO THE MEMORIAL CUP TOURNAMENT WILL BE BASED ON STANDINGS!
**EXCEPTION**
Additionally any team that which fulfills 90% of all referee requirements (cover assignments per requirements, referee meetings, clinics) documented by the assigned statistician of the league to oversee team eligibility will automatically advance to the Memorial cup tournament.
